COMBINED CLUBS 2016-17 SAILING PROGRAMME
COMMUNICATION TO CLUB MEMBERS
The Combined Clubs Committee has agreed to a Sailing Programme for Season
2016-17 for Harbour and Long Race Pennant Series. In planning the programme,
the Committee considered the feedback from the survey conducted by the Southern
Keelboat Group and information provided by individual clubs.
The programme features:
Similar format to last year for both Harbour and Long Race Series
Mid-river Harbour Series races will be a mixture of Windward/Leeward, Triangle
and longer Harbour races.
Harbour Series will be run over eight (8) race days.
Long race series will be run over eight (8) race days.
Races sailed before 1 January 2017 will be governed by the Racing Rules of
Sailing (RRS) 2013-16 as amended. Races sailed after 31 December 2016 will
be governed by the Racing Rules of Sailing (RRS) 2017-20.
The existing 2013-2017 Australian Sailing (AS) formally Yachting Australia (YA)
Special Regulations are valid until 30 June 2017
All boats must also lodge the relevant 2013-2017 AS Special Regulations
Equipment Audit Form at one of the Combined Clubs before their entry becomes

RULE 56 CREW ELIGIBILITY
For many years now it has been a requirement for all crew sailing on a boat racing in
events under the Australian Sailing Prescriptions to the Racing Rules of Sailing to be
members of a Club. Exceptions to this requirement are those sailing no more than
three races in a season and those taking part in Twilight races.
Compliance with this prescription in Tasmania is generally very high, however it
seems some boat owners are not aware of the Rule. If boats do not comply then
owners and skippers expose themselves to the possibility of being scored DSQ in
races in which they carry crew who have done more than three races and who are
not members of a Yachting Tasmania-affiliated Club.
But as well as avoiding DSQ, there are good positive reasons why crew members
should be members of a Club. First with membership comes automatic personal
accident insurance associated with on and off water activities to do with sailing.
Details are on the Australian Sailing (formally YA) website. Uninsured crew, or their
family, may be required to take legal action against their skipper or boat owner to
obtain access to insurance coverage in the event of injury or death.
Club membership supports our sport. Yacht and Sailing Clubs develop juniors, run
training courses, conduct regattas, provide rescue boats, train and support
volunteers and have input to the governance and rules of sailing, amongst a host of
Club members are the backbone of the sport and more members allow clubs to
provide more activities and facilities.
It is unfair on those who do comply with the AS (formally YA) prescription that others
are allowed to participate at no cost. Very few, if any other organised sporting
activities are provided at no cost to the participant. All Clubs have affordable levels of
Crew Membership and strongly encourage owners and skippers to introduce their
crew as new members.
RRS 55 – TRASH DISPOSAL
The temporary exemption that has been in place regarding elastic or wool bands
used for setting sails has been withdrawn. ”A competitor shall not intentionally put
trash in the water”.
RRS 52 – MANUAL POWER
RRS52 is changed by adding “The use of stored power may be used for the hoisting,
reefing or furling of sails.”
There has been some confusion around the requirement to notify the Race Officer or
Race Committee on the day if your boat is involved in a serious incident while racing
(examples are, man overboard, collision, grounding or crew injury). As per Sailing
Instruction 1.19 the Race Officer is the Officer in Charge of Safety and is there to
help you. However there have been a number of incidents in recent times that have
not been reported.
The wording will be changed to clarify that in the case of a serious incident on the
water the Race Officer/Race Committee must be advised as soon as practical so
that if the incident is unable to be managed by the boat itself the Race officer can
direct assistance as required.
Competitors please be aware that it will be mandatory that boats competing in
Combined Clubs Harbour Series races carry a fully operational VHF radio (this can
be a hand held unit)
AGREED FINAL PROGRAMME
The race days have been allocated around the traditional regattas / races we have
each year: Maria Island Race, Bruny Island Race and Crown Series Regatta.
